I expierience the same issue, although on curren dapper.
Here are some error messages from ~/.xsession-errors:

kcmshell (kdelibs): WARNING: Could not find module 'System/userconfig'.
error: *** runFunction failure

  File "<string>", line 8, in kcontrol_bridge_create_userconfig
  File "/usr/lib/python2.4/site-packages/userconfig.py", line 1603, in
create_userconfig
    return UserConfigApp(parent, name)
  File "/usr/lib/python2.4/site-packages/userconfig.py", line 213, in __init__
    self.grouplist.setSelectionMode(self.grouplist.Single)
TypeError: argument 1 of QListView.setSelectionMode() has an invalid type


Trying to start it from the shell doesn't work either:

$ kcmshell System/userconfig
