this report describes two bugs in kdelibs:  
first is the conflict with knetworkconf. the second one is the loss of system-wide kde settings  
(/etc/kderc) (see also bug 10262). I took a short look on the package scripts: this error is  
in /var/lib/dpkg/info/kdelibs4.preinst: there is a "rm -f /etc/kderc" in the upgrade section.  
perhaps the original debian package generates /etc/kderc during package-configuration, but in  
ubuntu /etc/kderc is a part of kubuntu-default-settings and should not be changed by any other  
package.
