It's not in the repositories, but the source and a .deb package can be found here:

http://freshmeat.net/projects/gnomeboyadvance/

The .deb file gives dependency errors and then Synaptic will complain about a
broken package everytime you use it.  The program can be compiled and run from
source, but for some strange reason you can only execute the program as root. 
Otherwise you'll get the error mentioned in my initial report.
