While KDE 3.4 in the latest ubuntu release is malfunctioning and it is frustrating, have you
considered taking the k(de) out and go for straight ubuntu with gnome as your desktop (or
straight Debian with KDE 3.3 which works fine). Personally, I have faith that this bug will be
fixed soon as it seems to be effecting a lot of k(de)ubuntu users.
In the meantime, a good workaround it to open a Konsole session and to use sudo to access
everything that does not work from the KDE menu (ie everything require su privilidges):
e.g. sudo kcontrol (Control Center), sudo kuser (User Manager) etc... works perfectly!
If you want to enter a terminal as a superuser, use sudo konsole.
