I installed Kubuntu (hoary) on two laptop computer while off line. (I don't have internet connection at home) 
In both cases after installation we couldn't do anything that required rood access. su or sudo didn't work as 
the password couldn't be resolved.  
 
Reinstalling everything while connected in the internet cafe solved the problem and now also off line it works 
fine. Still for many without DSL it should install properly without network interface installed or active.
