I can confirm this bug.

One time I only got the loading screen, sometimes I get back to the kcontrol
front page, sometimes I get back to regular user mode, never admin mode.

I can add one thing: /var/log/auth.log shows an auth failure whenever it fails -
the password was perfect though. No idea why there's an auth failure.

sudo kcontrol seems to work as a workaround so far. I'd still consider this bug
as critical, I was totally stunned as to what's the problem.
