* Microsoft requested backport of patch to better distribute MANA IRQs on virtual CPUs, affecting throughput.

* Simple backport of 5316394b1752: "net: mana: Optimize irq affinity for low vcpu configs"

[Test Plan]

* Compile tested
* Microsoft to test further

[Regression potential]

* Patches isolated to MANA specifically. Possibly regression could result in unexpected behavior of MANA driver.
