BugLink: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/2167919

SRU Justification:

[ Impact ]

Handling of HCI command timeouts do not work on any UART based bluetooth
cards (a regression). This is caused by a broken rebase of an upstream commit
47330cc875b3 ("Bluetooth: hci_sync: Set HCI_CMD_DRAIN_WORKQUEUE during
device close"). The heuristics used to apply patch hunks didn't work
well and the change was applied in a different function that it was
supposed to breaking the timeout handling mechanism.

[ Test Plan ]

This is a logical error where our version of the upstream patch is
noticeably different compared to the upstream. That being said, it was
tested on Ventuno Q board with QCA2066 board running in UART mode where
without this patch the Bluetooth card wouldn't work at all (as it
depends on the timeout mechanism when probing).

[ Where problems could occur ]

We obviously can't test this on all hardware that is affected (all
hci_uart users) so it could introduce a regression in Bluetooth area.
