BugLink: https://bugs.launchpad.net/bugs/2160493

[Impact]
The ubuntu_bpf test suite fails to build on noble 6.8.0-132 and later:
verifier_spill_fill.c defines stack_load_preserves_const_precision and
stack_load_preserves_const_precision_subreg twice. The v6.6.140 backport of
upstream 7d8ed51bcb32 was applied, but that commit has been in the
noble 6.8 base since v6.8-rc1. As a result no BPF selftests run.

[Fix]
Revert the duplicate backport d8bdc8a63f97. The original 7d8ed51bcb32
stays, so the test coverage is unchanged.

[Test Plan]
Build tools/testing/selftests/bpf on the current noble tree.
Before: verifier_spill_fill.bpf.o fails with "redefinition of
'stack_load_preserves_const_precision'". After: it builds cleanly.

[Where problems could occur]
Only selftest code changes. After the revert the code matches its pre-v6.6.140
contents. Problems are unlikely to happen outside selftests.

[Changes from v1 to v2]
Mark the revert as "UBUNTU: SAUCE:" since it is Ubuntu-originated.
