* Microsoft requested patch to enable VF NIC when Accelerated Networking is enabled.

[Fix]

* Clean cherry-pick from linux-next:
  * d0ec95a8a4e7: "hv_netvsc: Advertise the SR-IOV capability for CoCo VMs"

[Test Plan]

* Compile tested
* Microsoft to test further

[Regression potential]

* Patches largely isolated to Hyper-V specifically. Possibly regression could result in unexpected behavior of Hyper-V driver.
