[Impact]

* Microsoft requested backport of patch prevent array MSI-X table index access past the number of entries.

[Fix]

* Simple backport of 2c7493f98014: "net: mana: Cap MSI-X vectors to the device MSI-X table size"

[Test Plan]

* Compile tested
* Microsoft to test further

[Regression potential]

* Patches isolated to MANA specifically. Possibly regression could result in unexpected behavior of MANA driver.
