SRU Justification

[Impact]

* Request from Microsoft to include Hyper-V modules as built-in to the Azure kernel.

[Fix]

Set CONFIG_HYPERV_NET to 'y' in Azure kernel config

[Test Plan]

* Compile tested
* Boot tested

[Regression potential]

* Little to no regression potential. Simply setting a kernel module as built-in.
