[ Impact ]

The Tegra124 external memory controller (EMC) driver contained a reversed check
when determining whether a specified memory timing enables DLL in the EMRS
register. DLL is enabled when bit A0 is low, but the code tested the condition
backwards. This could cause the driver to apply incorrect DLL configuration
during memory timing changes, potentially leading to memory instability on
affected Tegra124 platforms.

[ Fix ]

questing: clean cherry-pick
focal: clean cherry-pick
bionic: clean cherry-pick
xenial: clean cherry-pick

[ Test Plan ]

Boot tested.

[ Where Problems Could Occur ]

A regression in this fix would affect the Tegra124 EMC memory controller
driver, potentially causing incorrect DLL handling during memory frequency
scaling and resulting in memory corruption or system instability on
Tegra124-based hardware.
