[BUG] RTL8852BE Wi-Fi negotiates only 54 Mbps on Ubuntu Studio 26.04 (Kernel 7.0.0-27)

Hello Ubuntu Studio Team,
I am experiencing a severe network speed bottleneck on a newly installed
Ubuntu Studio 26.04 system.
On my Lenovo IdeaPad Gaming 3 15ARH7 laptop, the hardware is fully capable
of 200 Mbps (tested and verified natively on a Windows dual-boot
configuration). However, under Ubuntu Studio 26.04, the wireless download
speed is strictly throttled and caps out at roughly 20 Mbps.
Hardware and Driver Diagnostics:
- Laptop: Lenovo IdeaPad Gaming 3 15ARH7
- Network Controller: Realtek Semiconductor Co., Ltd. RTL8852BE PCIe
802.11ax Wireless Network Controller [10ec:b852]
- Active Driver Module: rtw89_8852be
Workarounds Maintained (None of these resolved the 20 Mbps cap):
1. Completely disabled NetworkManager wifi power savings (wifi.powersave =
2).
2. Generated /etc/modprobe.d/rtw89.conf explicitly passing:
options rtw89_pci disable_aspm_l1=y disable_aspm_l1ss=y disable_clkreq=y
options rtw89_core disable_ps_mode=y
3. Updated the regulatory domain mapping out of fallback '00' to 'country
IN' via cfg80211 settings. (Verified active via `iw reg get`).
4. Disabled MAC address randomization and forced IPv4 precedence over IPv6
routing.
Despite the driver power management and hardware clock requirements being
completely bypassed, the link speed refuses to scale up to normal capacity.
It appears to be an active bug or optimization regression regarding the
rtw89 kernel module handling this specific Realtek hardware revision in the
26.04 cycle.
Please let me know what logs or terminal dumps you need me to supply to
help track this issue down.
