SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
These patches improve health monitoring by preventing duplicate error reports, logging health buffer data on all syndromes, exposing CRR in health buffer, and adding trust lockdown error syndrome.

[TEST CASE]
Successfully compiled on linux-bluefield-6.8, master-next branch.

[Regression Potential]
Very low, as the series originates from upstream and has already been integrated into Jammy without reported issues.
