Microsoft has asked us to carry the following patchset as SAUCE commits in the linux-azure-nvidia kernel:

[Fix]

Cherry-pick the patches to the n:azure-nvidia tree.

[Test plan]

Build tested only; Microsoft will perform further testing on their environment.

Problems here could cause misbehavior in devices making use of the HTB functionality in the MANA ethernet driver.
