SRU Justification:

[Impact]

* This patch fixes the breaking uapi for IFLA_DPLL_PIN. It doesn't impact other modules

[Fix]

* Set the number of IFLA_DPLL_PIN to 65 which is same value as on upstream

[Test Plan]

* Run Synced on Bluefield, it will succeed.
