stress-ng fork updated to V0.17.06+

Hello folks,

I have our stress-ng fork updated to e6bda983cb (V0.17.06) + commits
for stress-prio-inv test fix. The head is now 1e0b327455 ("stress-prio-inv:
ensure parent has higher priority than children")

This version has been tested with s2024.02.05 and 2024.03.04 cycle on our
bare-metal, openstack, aws, azure and google cloud.
