stress-ng fork updated to V0.17.04+

Hello folks,

I have our stress-ng fork updated to 955e7a7585 (V0.17.04 + commits
for waitcpu test improvement)

This version has been tested on our bare-metal / AWS / Azure pool with
all available architectures / kernels in s2023.10.30 and 2024.01.08
cycle.
