linux-libc-dev is only provided by the master kernel.

So, there is no way for a derivative kernel to
provide additional UAPI headers.

I guess this can be a possible scenario.
For example, a vendor provides a device driver,
and adds some UAPI headers for ioctl(), etc.

I created a separate package, linux-libc-dev-qcom.
