linux-libc-dev headers are pure userspace documentation of syscalls and
kernel structs as used by glibc and GCC toolchains.
It is not executable code, and contains no vulnerabilities and generally
requires no remediation. And especially not inside the containers.
Kernel vulnerabilities typically apply to the runtime booted kernel only.
