Upload rights for jacobmartin

Hi all,

I'd like to formally apply for kernel package upload rights. I started 
at Canonical in October of 2022 and have since prepared 111 kernel 
packages that were sponsored and uploaded. I believe I meet the 
requirements and would like to be considered for membership of the 
Ubuntu kernel uploaders team.
