[RFC unstable-meta 0/1] Allow dashes in meta version when computing ABI

This is a request for comments on the preparation to allow dashes on the meta
package for unstable before it moves to 6.6. This is only the very first step
and may already show some of the upcoming challenges in picking an ABI given a
source package version.
