[mainline] Is the recent version bump of the libc6 dep for linux-headers deliberate and unavoidable?

Hello,

just wanted to ask whether the linux-headers package of recent
mainline builds really needs to depend on a newer libc6 than jammy
has? If so, that'd be a shame, because I'd planned to use mainline to
tide my over until something >= 6.4 hits hwe-edge. (I have this Zen 4
/ AM5 box that gets crazy hot for some reason on 6.2, but is cool with
6.4, most likely due to amd_pstate=active.)
