SRU Justification

[Impact]

Commit 5bd2182d58e9 ("audit,io_uring,io-wq: add some basic audit support to io_uring")
introduced a race condition regarding audit reference counts.

Microsoft has asked for this commit to be included in the next SRU cycle, even though
it might also get merged via stable updates.

[Test Plan]

Upstream tested.

[Regression Potential]

An io_uring openat operation could continue to cause a race
condition with audit reference counts.
