stress-ng fork updated to V0.17.00

Hello folks,
I have our stress-ng fork updated to V0.17.00 "10 years of stress"

This version has been tested on our bare-metal / openstack / google
cloud pool since s2023.10.02 with all available architectures /
kernels.

Update from Colin:
Celebrating 10 years of stress-ng, I released V0.17.00 last night. It
contains 3 new stressors:

vma     - a VMA stressor, based on an idea from folks from Oracle Linux
cgroup  - a cgroup v2 stressor
metamix - a mix of file metadata exercising stress cases

While regression testing this I found a bug in the ARM64 Mantic kernel:
