APPLIED[J/K]: [SRU J/K/L][PATCH v3 0/3] UBUNTU: [Config] arm64: Enable PCI_MESON module

Applied to jammy linux master-next, ported the annotation to the new
annotation model.

Applied to kinetic linux master-next, added an extra riscv empty config
prompted by updateconfigs and some minor formatting of the annotation note.
