SRU Justification

[Impact]

AWS did recently announce AMD SEV-SNP support (see [1]). To have that working in
the ubuntu AWS images, the module needs to be available (linux-modules-extra
is not installed by default).

So please move the module to linux-modules.

[Regression potential]

Unlikely to cause any regression

[Test Plan]

Extract linux-modules-aws.deb and search for sev-guest.ko
