[PATCH v3 0/1][Kinetic/Lunar] populate MSI sysfs entries for xen guests

Fix LP #2022354 by backporting the respective patch from upstream.
We've had a customer report on this problem.

Testing:
- I've checked out the ubuntu hwe-5.19-next branch and applied this patch.
  Booted into this kernel on a r4.4xlarge EC2 instance and confirmed the sysfs
  entries reappeared.
