The issue has not been observed on 5.15 and 5.19. Initially, it was proposed
that this should be reverted on all of these kernels, but recent investigation
seems to show there are changes in fs/eventpoll.c on 5.15 and later that would
account for the difference in behavior on 5.4.

Still, NACKing this on 5.4 too as we might proceed with a different approach.
