[JAMMY][linux-meta/lowlatency][PATCH v2] UBUNTU: [Packaging] Declare lowlatency transitionals for hwe-22.04

Declare transitionals from hwe-20.04[-edge] to hwe-22.04[-edge] for
lowlatency flavour.

Locally checked out and modified variants on
linux-meta-lowlatency-hwe-5.15 to have both hwe-20.04 &
hwe-20.04-edge, such that generate-transitions can pre-create correct
transitionals for amd64 & arm64 arches, as will be available in focal
once hwe-5.15 rolls. Whilst currently hwe-20.04 is amd64-only, it will
be amd64 & arm64 eventually.
