I am not sure the focal:linux-azure-5.13 and bionic:linux-azure-5.4 are correct. 
Those are backports from I/F linux-azure and at least get the config part from 
the copy-files. And bionic:linux-azure does not exist (that is 
bionic:linux-azure-4.15)...
