SRU Justification:

[Impact]

* Ubuntu 21.10 and higher
* If no driver is attached to a device or the driver does not
  provide the path_event function, an FCES path-event on
  this device could end up in a kernel-panic.

* There can be path-event generated for devices which are not bound to
  any drivers. And this is not verified before

[Fix]

* Tests provided by IBM.

[Where problems could occur]

* s390x only. cio devices.
