[K][SRU][J][linux-firmware][PATCH] UBUNTU: [Packaging] Include meson/vdec firmware

Meson vdec firmware blobs were incorrectly dropped in Jammy, so bring them
back. The driver doesn't use the MODULE_FIRMWARE macro which might be the
reason why they were excluded.
