[SRU F/I/J][K] Set CONFIG_HISI_PMU=m

Hisilicon PMU driver now is built-in and there is no way to unload
or replace with patched driver if needed.

For focal, we need to cherry-pick patch 97807325a02b and update config
files. For other releases, only need to update config files.
