[UNSTABLE][JAMMY][PATCH linux-signed] UBUNTU: [Packaging] drop unused udeb from control

The udeb packages have not been built for a few releases now, via
noudeb profile, kernel itself dropped support to build udebs, thus
remove udeb package from signed control.stub too.
