[SRU B-H top-levels] LP#1918134 -- sync dkms build et al from lrmv4

As part of LP: #1918134 dkms-build and dkms-build--nvidia-N have been
updated in the linux-restricted-modules-* packages.  Pull those changes
back into the main kernel package to prevent incorrect versions from
being sync'd back out into the newly updated LRM packages.

Following this email is a patch for each top-level kernel in bionic,
forcal, groovy, and hirsute.  Note that though each patch is different
they are all formed by copying the same versions of dkms-build and
dkms-build--nvidia-N in from the LRMv4 coversion template, and after
application all will be identicle in those series.

Proposing for SRU to bionic:linux, focal:linux, focal:linux-oem-5.6,
focal:linux-oem-5.10, groovy:linux, and hirsute:linux.

It is intended that these be applied before cranking top-level kernels once
the LRMs which will cranked against them are converted.  We can either do
that before the beginning of the cycle, or if done after initial uploads
(as an LRM respin) we should apply these changes after those occur.
