[SRU][H/G/F][linux-firmware 0/1] add sof-firmware for TGL-H platforms from sof-bin v1.6.1 branch

[Impact]
The TGL-H platforms need a new sof-firmware to make the audio work,
without this firmware, the sof driver will fail to initialize and
there is no audio device.

[Fix]
Intel formally released this firmware, now we backport them to
ubuntu linux-firmware.

[Test]
We have 2 different Dell TGL-H machines, without this firmware, the
audio can't work on them, after adding this firmware, the sof could
find and load the firmware successfully and all audio function work
well.


[Where problems could occur]
This SRU add new files to the linux-firmware, in theory there is no
chance of introducing regression. It is possible that TGL-H platforms
still don't work even load this firmware, then we will do further
investigation. But so far, the only 2 TGL-H platforms we have all
worked well with this firmware.
