v3 - The presense of $debian/etc/update.conf was deemed sufficient to determine if this is a kernel derivative.

[Impact]
It is too easy to run this script when working on a derivative kernel.

[Test Case]
Run this script in a derivative kernel. It will error out with an
appropriate error message.

[Potential regression]
Given that this fix enforces correct behavior, there is zero chance
of regression.
