Cherry pick a patch from hirsute to avoid having flash-kernel pulled in due
to Recommends if GRUB is already installed. If neither "bootloader" is
installed, flash-kernel remains the default Recommend, so no behavior should
change there. While it is mostly innoccuous to have an unnecessary
flash-kernel installed (other than burning some CPU cycles on every kernel
update), the above bug describes a case where an unnecessary flash-kernel
install can cause problems.
