[Impact]
Incorrect frequencies are calculated, so the performance can be
affected.

[Fix]

[Test]
Without the fix:
$ lscpu | grep MHz
CPU MHz:                         1391.161
CPU max MHz:                     4806.6401
CPU min MHz:                     1600.0000

Witht he fix:
$ lscpu | grep MHz                                              
CPU MHz:                         1600.000     
CPU max MHz:                     4287.7920                                                           
CPU min MHz:                     1600.0000

[Where problems could occur]
This change is specific to limited AMD CPU models, unless there's a
typo on the numbers, regression risk is rather low.
