[PATCHv2 0/2] Implement noudeb build profile

Incorporated feedback from first round. Uploaded dpkg into hirsute
that defaults to noudeb profile, thus making this implementation
smaller and cleaner.

This is targetted at unstable/master kernel tree.

However it is safe to backport to any kernel flavour on any series, as
all the stable series by default build without any profiles activated,
i.e. with udebs.
