Please explain the revert in commit msg by answering to "why?".
Ordering is mixed up around:
gve: DQO: Configure interrupts on device up
gve: Check TX QPL was actually assigned
gve: fix the wrong AdminQ buffer overflow check
Fix seems to be newer.
