SRU cycle 2021.07.19 extended through Aug-13

Due to urgent re-spins on the previous SRU cycle to address CVE-2021-22555
 for the ESM kernels and LP#1938013  which affected wireless drivers
causing crashes on bionic/linux and several 4.15 derivatives, the current
SRU cycle is going to be extended by a week with the following new schedule:
> cycle: 19-Jul through 08-Aug (3 weeks)
> 14-Jul Last day for kernel commits for this cycle.
> 19-Jul - 23-Jul Kernel prep week.
> 26-Jul - 06-Aug Bug verification & Regression testing.
> 09-Aug Release to -updates.
cycle: 19-Jul through 15-Aug (4 weeks)
14-Jul Last day for kernel commits for this cycle.
19-Jul - 23-Jul Kernel prep week.
26-Jul - 13-Aug Bug verification & Regression testing.
16-Aug Release to -updates.
With Groovy reaching EOL, the default HWE kernel in Focal is now
5.11-based (backported from Hirsute 21.04). The new versions of the
kernels currently planned to be released with the current cycle are

> linux: 5.4.0-81.91
> linux-hwe-5.8: 5.8.0-61.68~20.04.1
> linux: 4.15.0-152.159
The new schedule for the next SRU cycle is as follows:
