Hirsute Hippo (21.04) kernel freeze

As per the release schedule [1], the kernel freeze for hirsute is now in
effect. We will go through any patches already submitted to the mailing
list, and any future patches for hirsute will be subject to SRU policy
[2] and likely deferred to a post-release update.
