This is an old bug that was applied to the original bionic:linux-azure
kernel but the annotations enforcement was dropped by mistaked during
updates. That lead to linux-azure-4.15 having the right config option
but lacking the enforcement and to 5.4 and 5.8 linux-azure kernels
having this config disabled.
