[PATCH 1/1][linux-riscv][F] UBUNTU: [Config] Move build of linux-libc-dev to primary kernel

Having linux-libc-dev for riscv64 built from a different source
package with potentially different version numbers breaks cross-
building and multi-arch. We will therefore build it from the
primary kernel package moving forward, and packaging changes
there will actively prevent building linux-libc-dev from the
linux-riscv source, resulting in a failed build. Disable building
linux-libc-dev from linux-riscv.
