why a patch in upstream stable patchset are not added in ubuntu

Which was released with Ubuntu-4.15.0-87.87 on 2020-01-31.
According to https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1857158,
the task of porting patches from v4.14.159, v4.19.89 and v4.19.90 is
created on 2019-12-20 and finished on 2020-02-17. Why it takes three
months? To port from LTS branch, what ubuntu maintainers needs to do?

from v4.14.159, v4.19.89 and v4.19.90 to ubuntu. Only importing does not
take such long time. Is it because there are a lot of conflicts when
applying these patches? Ubuntu maintainers must spend time and energy to
deal with such energy?
