20.04 kernel freeze is now in effect

As per the release schedule [1], the kernel freeze for 20.04 is now in
effect. I'll be going through any patches already submitted, and any
patches for 20.04 from here on out will be subject to SRU policy [2] and
likely deferred to a post-release update.
