APPLIED(D/gcp): [SRU][B/gke-5.0, B/gcp][PATCH 0/2] Enable napi_tx on on GCP/GKE

Applied to Disco/gcp - as pointed out by Stefan and Kleber. I should have nominated it there to begin with.

Also fixed the provenance as Kleber said.
